Policy/Procedure

The members of the Toledo Fire and Rescue Department shall strive to meet the requirements of the “OSHA Respiratory Protection” Final Rule, “2 In - 2 Out” specification. Efforts shall be made to ensure that:

1. Interior structural firefighting operations shall not commence until four properly equipped members are on the scene. The exception to this rule is when a known life-hazard situation exists where immediate action could prevent a loss of life.

2. Fire personnel standing-by outside shall be in full turnout gear, including SCBA in the stand-by position. This will include the initial Incident Commander and the first-in apparatus driver.

3. Fire personnel operating within a structure shall maintain interior operations accountability by remaining in direct visual or voice contact with their own crew and have a situational awareness of crews around them. Members are prohibited from entering or exiting a structure individually or operating individually in an area of the structure that is Immediately Dangerous to Life and Health (IDLH).

4. This procedure shall remain in effect until the atmosphere is no longer IDLH. The Safety Officer will determine when the atmosphere is no longer IDLH and when respiratory protection is no longer required.
