Policy/Procedure
If a civilian claims that Toledo Fire and Rescue personnel have stolen property from a fire or emergency scene, the following actions shall be taken:
1. Crews shall report such claims to Command immediately.
2. Command shall investigate the circumstances recording the name of the accuser, a description of the property reportedly missing, and the location from which the property was allegedly stolen.
3. Command shall then conduct a thorough search of the area and, in the case of fire incidents, any material removed during overhaul from that area. If the property is still not found, Command shall call for a Battalion Chief, if one is not on the scene.
4. The Battalion Chief shall conduct an independent investigation. If the property is still missing and the complaint warrants further investigation, the Battalion Chief shall direct Dispatch personnel to request a Toledo Police response to the scene.
5. The Battalion Chief shall inform the Deputy Chief of Operations of the accusation no later than upon return to quarters. This should be accomplished via phone call or, if after normal business hours, via email.
6. Upon return to the station, all fire personnel involved shall submit a communication to the Battalion Chief concerning the situation via email ASAP.
7. The Battalion Chief shall forward the compiled communications through channels to the Deputy Chief of Operations and the Bureau of Professional Standards
