Policy/Procedure

1. In the event of mechanical failure of Toledo Fire and Rescue Department apparatus, the officer assigned to the unit shall immediately notify Dispatch and their Battalion Chief. Battalion Chiefs shall ensure Maintenance Bureau personnel are notified and provisions for extra apparatus are secured, if necessary.

2. If the unit’s siren or emergency lights fail during a Code 3 response, the unit shall continue Code 2 and the officer shall notify Dispatch of the change in response mode. Following mitigation of the incident, the officer assigned to the unit shall follow the procedure described above.

3. Special considerations shall be made if an apparatus suffers a mechanical failure in cold weather with temperatures at or below 32°F.

1. If a unit’s engine stalls, or stalls and fails to restart in a non-pumping situation during which the ambient temperature is equal to, or has potential to fall below 32°F.

1. The officer assigned to the unit shall notify Dispatch and their Battalion Chief, who shall ensure Maintenance Bureau personnel are notified and will coordinate their response with the unit in need.
   
   
2. The apparatus shall be placed in road gear.
   
   
3. All drain valves shall be opened.
   
   
4. All discharge ports, intake caps, and adapters, including both “big-ways” and all pre-connected hose shall be opened or disconnected.
   
   
5. All discharge and intake valves shall be placed in the open position.
   
   
6. The “Tank to Pump” valve shall be opened.
   
   
7. The “Tank Drain” shall be opened if possible.

2. If, while pumping, an “Engine” stalls and will not restart:

1. The driver assigned to the unit shall notify “Command” of the emergency via radio and shall keep water flowing using hydrant pressure. “Command” shall repeat to crews inside the structure that a mechanical failure has occurred and shall direct crews to communicate their needs via radio. “Command” shall direct Dispatch to notify Maintenance Bureau personnel of the emergency and authorize their response to the scene.
   
   
2. If hose lines from the affected apparatus are still in use, the first priority is to fire crews inside the structure. Water shall be kept flowing from the hydrant to the nozzle using hydrant pressure flowing through the stalled Engine, through the stalled Engine until an operable Engine can be placed with dual pumping, or until another Engine secures an independent water supply and is supplying the needs of the fire.
   
   
3. When it is no longer necessary to utilize the failed apparatus for fireground operations, and the ambient temperature is equal to, or has potential to fall below 32°F, it can be disassembled according to the directives above.
