Policy/Procedure

1. The Toledo Fire and Rescue Department shall cooperate in the Ohio Environmental Protection Agency’s Orphan Drum Program.

2. This program is intended to alleviate hazardous situations that may cause harm to the general public or the environment by properly disposing of small quantities of abandoned hazardous products and locating the parties responsible for their illegal dumping.

3. Ohio EPA defines an orphan drum as:

A small quantity of any hazardous material, regardless of the size or shape of container in which it is stored, that has been abandoned at a location other than its point of generation, where the party responsible for the material’s abandonment cannot be identified.

4. Upon discovery or notification of such abandoned container an Incident Commander shall direct Dispatch to notify TFRD HAZMAT, Ohio EPA and COT Environmental Services.

5. A unified command structure involving TFRD, Ohio EPA On Scene Coordinator, and COT Environmental Services will determine the best way to stabilize and mitigate the incident after the hazard has been characterized and identified (if possible). Ohio EPA will arrange for removal of the orphan drum per their policies.
