Policy/Procedure
‘Emergency Traffic' is a term that was adopted in 1988 when the Incident Management System (IMS) was instituted. Emergency Traffic is defined as “radio traffic that deals with life or death transmissions from units or sector officers on the scene of an incident”. Any member of the Toledo Fire and Rescue Department can request “Emergency Traffic”. If a member cannot remember the term “Emergency Traffic” in an emergency, the international term “MAYDAY” is also acceptable. When “Emergency Traffic” is requested or a “MAYDAY” announced, the following shall occur:
1. Command shall ensure Dispatch received the request.
2. Consideration for air time shall be given to the crew requesting “Emergency Traffic” so that they can communicate their emergency.
3. Command shall direct all radio transmissions necessary to mitigate the emergency or remove Toledo Fire and Rescue Department personnel from harm. All non-emergency radio transmissions from other members shall cease unless directed by Command or until Command deems the emergency over.
4. Following mitigation of the emergency, Command shall instruct Dispatch to end “Emergency Traffic”. Dispatch shall then sound the “Announcement Tone” for five to seven seconds, signifying the emergency is over.
5. When conditions requiring “Emergency Traffic” have ended, normal fire scene radio transmissions shall resume.
