Policy/Procedure

1. In a major emergency or large-scale disaster, a need to increase on-duty staffing numbers to meet the demands of the situation may exist. To meet this demand, the Toledo Fire and Rescue Department will declare the implementation of “Disaster Staffing”. When this condition is declared, the Department will immediately adopt 14-hour work shifts. All scheduled vacations and days off shall be canceled. Members shall be assigned to one of two work groups, and shall work the hours assigned to that group. The work groups shall be comprised in this manner:

     Group 1 - All members of platoon A and approximately half of platoon B, (as defined below).
     Group 2 - All members of platoon C and the remainder of platoon B.

2. Group 1 shall work a 14-hour schedule, from 0600 hrs until 2000 hrs. Group 2 shall work a 14-hour schedule, from 1800 hrs until 0800 hrs. The overlap of two hours on each shift are intended to accommodate briefings lasting up to one hour at the beginning and end of work shifts that will typically run from 0700 hrs until 1900 hrs, and 1900 hrs until 0700 hrs, respectively.

3. Members assigned to both groups shall include firefighters, paramedics, and members with technical specialties, company officers, and chief officers.

4. Platoon B shall be divided between the two groups and shall be distributed in the following manner:

Battalion 1-B Battalion 2-B Battalion 3-B
Station #3 - Gp 1 Station #4 - Gp 2 Station #12 - Gp 1
Station #5 - Gp 1 Station #11 - Gp 2 Station #17 - Gp 2
Station #6 - Gp 2 Station #14 - Gp 1 Station #18 - Gp 2
Station #7 - Gp 2 Station #16 - Gp 1 Station #19 - Gp 1
Station #9 - Gp 1 Station #21 - Gp 2 Station #23 - Gp 1
Station #13 - Gp 1 Station #25 - Gp 2 Station #24 - Gp 2

5. Platoon B Chief Officers shall be assigned to the same group their home station is assigned. The Relief B Chief Officer shall be assigned to Group 1.

6. Relief Officers of Platoon B, and any other line member not assigned to a group under any of the previous provisions, shall be assigned to either Group 1 or Group 2 in accordance with this paragraph using the first letter of their last name.

   Group 1 – Members whose last name begins with the letters A-L.
   Group 2 – Members whose last name begins with the letters M-Z.

7. These Group assignments are permanent for each platoon and station. Members assigned to these platoons and stations shall assume the group assignment as well. As members bid to different stations, they shall assume the group assignment of their new bid. All Disaster Staffing Group Assignments shall be included with all future bid notifications.

8. Special assignments may also be made for members assigned to bureau or staff functions. These assignments shall be made on an individual basis.
