C-21 Demolition Of Weakened Structures

Policy/Procedure

When an Incident Commander determines that a structure is so weakened by the effects of fire that it poses a hazard to the public, the following procedures shall be followed:

1. If a Chief Officer is not on the scene, as in the case of a garage fire or other similar incident, a Battalion Chief shall be called to the scene.

2. If the Battalion Chief deems the structure to be hazardous and in need of demolition, Dispatch shall be advised to notify the City’s Building Inspection Division and an inspector shall be sent to the scene. If a Building Inspector cannot respond to the scene, the Battalion Chief shall e-mail the Toledo Fire and Rescue Department’s Fire Prevention Bureau who will coordinate provision for an inspection as soon as possible.

3. If the structure is scheduled for immediate demolition, Command shall request the response of a Toledo Fire and Rescue Department Fire Investigator, regardless whether the fire appeared to be of suspicious origin.

4. The Building Inspector shall determine the schedule for razing and shall oversee the demolition of the structure. The entire building should be “scene taped” to alert citizens to the hazard prior to fire crew’s departure.

5. If the structure is located in a residential area and there is a possibility that children would be tempted to play in the structure or if the building appears to be in a state of imminent collapse and the area cannot be secured, fire lines must be established and the building monitored until the arrival of a Building Inspector. 6. Command may request a police crew stand-by the structure until personnel from the Building Inspection Division assume control of the scene, however, there is no guarantee that fire crews will not be required to stand-by.
