Policy/Procedure

A Toledo Fire and Rescue Department Engine shall be placed out of service to standby at the Toledo Mud Hen baseball games where fireworks are to be utilized. This shall be done to help prevent flying brands from igniting spot fires in the area. The Engine shall be assigned to the fireworks detail in a manner that allows the crew to arrive at the ballpark well ahead of the anticipated launch, normally by 2100 hours.

The following procedures shall apply to units assigned to this detail:

1. Upon arrival, the assigned Engine shall park on Superior Street at the hydrant behind the Seagate Center.

2. The Engine Officer shall establish contact with Mud Hen Command on a channel designated by Fire Dispatch.

3. The Engine Officer and driver shall remain with the Engine and connect to the hydrant.

4. At the direction of Command, the remaining crew members shall report to the roof of the Seagate Center garage with full turnout gear, eye protection, and portable radios.

  • Members reporting to the roof shall obtain the following equipment from the mechanical room at the Seagate Garage:
    1. Hearing protection
    2. Fire brooms
    3. One fire extinguisher
    4. A bag of utility rope
  • Note: All equipment utilized shall be Toledo Fire and Rescue Department property from on-site storage. No private equipment shall be utilized in this operation. Members operating on the roof shall stay back fifty feet from the edge of the roof on the Monroe Street side for safety reasons. They shall not go closer to the roof until all firework launches have ceased.

5. The assigned Engine crew shall be responsible for fire control on the roof and shall take command of any incidents caused by the fireworks launch, if necessary. During the fireworks display, if a fire incident needs immediate attention, Mud Hen Command shall be notified so that the fireworks can be stopped, if necessary. A fire that involves any part of the structure is cause for stoppage. Fire suppression efforts shall not commence until Mud Hen Command confirms that the fireworks shoot has stopped.

Note: Firework debris is expected to fall on the roof and is not cause for stoppage of the fireworks shoot unless the structure actually becomes involved.
