Purpose

To ensure that all Toledo Fire and Rescue Department command officers responsible for the administrative functions of the Department are immediately notified of unusual incidents impacting the operation of the TFRD. This policy is designed to provide assistance in defining “unusual incidents” to personnel assigned the task of dispatching Toledo Fire and Rescue Department units, and to provide examples of incidents requiring utilization of the Major Incident Notification procedure.

Definitions

An “unusual incident” may be defined as one which would:

  • Impact normal operations by exhausting Department resources, including both staffing and apparatus (multiple incidents in the same time frame or a singular large-scale incident requiring dedication of most or all of the Department’s resources), or events that prevent the Department from responding in a routine fashion, including man-made or natural emergencies (riots, floods, etc.).
  • Be considered newsworthy by the media (fire deaths-civilian or firefighter; homicides discovered by, or initiated upon the arrival of, Department personnel; multi-casualty incidents resulting in severe injuries or death; threats of violence made against firefighters, law enforcement officers, city officials, or municipal workers; hostage situations; riots; large scale evacuations of civilian personnel; firefighter arrests); or other situations that would reflect discredit upon the Department, or demonstrate potential to involve the Department in litigation as a result Departmental association with the event.

Policy/Procedure

The Major Incident Notification procedure shall be utilized in all situations, events, or incidents meeting the definition of the above-mentioned criteria, or deemed so similar in nature that doubt exists whether the notifications should be made. “Fire Dispatchers” shall utilize the “Major Incident Notification List” (MINL) to determine personnel to be contacted in the event an “unusual incident” occurs.
