Article VI - Field Operations Deputy

Section 1 - Authority

A. The Field Operations Bureau shall be under the direction and control of a Deputy Chief and shall be composed of such Department personnel as may be assigned thereto by the Fire Chief. They shall have the authority to perform the duties and responsibilities as outlined in Section 2 below.

B. For administrative purposes, the Field Operations Bureau shall be divided into such platoons, battalions, and fire companies as the Fire Chief may determine.

C. Subject to the approval of the Fire Chief, the Deputy Chief in charge of Field Operations shall establish and regulate the working hours of the personnel assigned, consistent with statutory requirements or agreements.

D. The Deputy Chief in charge of Field Operations shall report to the Fire Chief.


Section 2 - Duties and Responsibilities of Field Operations

A. The Deputy Chief shall cause records to be kept and submit such reports as needed to properly inform the Fire Chief and other concerned authorities of the progress of all activities carried out by the Field Operations Bureau.

B. The Deputy Chief shall cause officers and members to carry out such drills, practice sessions, and study programs as may be authorized or required by the Training Bureau to further their knowledge and proficiency in firefighting methods, apparatus operations, emergency medical procedures, rescue techniques or such other subjects as the Training Bureau may from time to time determine.

C. The Deputy Chief shall cause assigned officers and members to carry out such routine repair, cleaning, and maintenance procedures on Department tools, equipment, apparatus, or other property as the Maintenance Bureau may require to ensure that all such Department property is at all times and in every way in such condition as to render the most efficient and effective service.

D. The Deputy Chief shall cause assigned officers and members to conduct such fire inspections, investigations, or surveys as the Fire Prevention Bureau may require to effectively aid in the enforcement of the Fire Prevention Code of the City of Toledo, to preplan fires, and to further acquaint themselves with the conditions and hazards that may exist in the various occupancies to be inspected.

E. The Deputy Chief shall cause assigned officers and members to put into effect such practices as regards receipt of alarms and response thereto as the Communication Bureau requires and shall respond to alarms or move to other locations as and when directed by the Communications Bureau. They shall assist in the testing of radios and related alarm and communications equipment as required by the Communications Bureau.

F. The Deputy Chief shall cause assigned officers and members to respond as and when directed to alarms of fire or other emergencies and shall undertake to save lives and protect property endangered by or involved in such fire or other emergency situation. While engaged in such firefighting or rescue operations, members shall in all cases attempt to hold loss of life or damage to property to a minimum and shall employ the most effective means at their disposal to achieve such purpose.

G. The Deputy Chief shall cause a Battalion Chief to visit members reporting sick whose usage of sick days come within the scope of usage of sick time in the appropriate section of the Agreement between the City of Toledo and Fire Fighters Union, Local 92. If there is any doubt in the Deputy Chief's mind as to the fitness of the member, they shall report that fact to the Fire Chief.

H. When a member reports off-duty due to an on-duty or off-duty injury, the Deputy Chief of Operations may have a Battalion Chief visit that member as directed by current department policy.

I. The Deputy Chief shall respond to fires and other emergencies as directed by the Fire Chief and shall assume command until relieved by the Fire Chief or Assistant Chief. They shall attend sufficient fires to determine that proper methods of command, strategy, and leadership are practiced by the Company Officers and Chiefs.

J. The Deputy Chief shall cause temporary assignments to be made to keep company strength as near as possible to that required by the staffing schedules.

K. The Deputy Chief shall be responsible for the conduct, efficiency, and the discipline of the personnel assigned to the Field Operations Bureau.

L. The Deputy Chief shall cause assigned officers and members to perform such other duties as may be prescribed by higher authority.

M. The Deputy Chief shall be responsible for maintaining and submitting the required inventory of all equipment assigned to that bureau to the Fire Chief.

N. The Deputy Chief shall submit an annual report along with goals and objectives for the upcoming year, to the Fire Chief.

O. The Deputy Chief shall perform other duties as required by higher authority.
