Policy/Procedure
1. When a hydrant is reported to the Department as being obscured, hidden, or obstructed, fire personnel may be sent to check on the situation. If sent to check on a hydrant and made aware of a dangerous situation (i.e., hydrant not readily available), the Fire Officer on the scene will notify the Fire Prevention Bureau of the problem via email. The Fire Prevention Bureau will recheck the hydrant.
2. If fire personnel happen upon a hydrant in the above-mentioned condition, the same procedure will be followed, though they shall attempt to immediately notify the property owner of the problem, if possible, to ensure the hydrant is promptly restored to working order.
3. The requirement to ensure hydrants are accessible rests in the 2017 Ohio Fire Code: Sections:
(G)(5)(d) 507.5.4 OBSTRUCTION. Unobstructed access to fire hydrants shall be maintained at all times. The fire department shall not be deterred or hindered from gaining immediate access to fire protection equipment or fire hydrants.
(G)(5)(e) 507.5.5 CLEAR SPACE AROUND HYDRANTS. A 3-foot (914mm) clear space shall be maintained around the circumference of fire hydrants except as otherwise required or approved.
4. Fire personnel shall refer all problematic encounters regarding fire protection equipment to the Fire Prevention Bureau for follow-up.
