Policy/Procedure

1. The Class “A” or “Dress Uniform” shall consist of:

2. The Class “B” or “Fatigue Uniform” shall consist of:

4. Recruit classes shall stand roll call in Department-issued fatigue shifts, ties, and hats. Fatigue shirts shall be tucked in at all times for a neat appearance. Members shall wear a fatigue shirt with a collar at all times unless wearing an approved T-shirt or Department issued New York-style station sweatshirt covered by a fire coat or fatigue jacket.

5. The back of T-shirts or New York-style sweatshirts shall have “Toledo Fire and Rescue Department” silk-screened in white block letters parallel to the ground and at the level of the member's scapulas on the back of the shirt. The Maltese cross on silk-screened T-shirts or New York-style sweatshirts shall be white in color and shall be positioned on the shift's left pectoral area. Approved T-shirts may be worn while working out, sleeping, under fatigue shirts, or under bunker coats.

6. Members shall have a tie and cap available at all times, including periods of relief or scheduled recall, in the event a public relations event, funeral drive-by, or call to Headquarters arises.

7. Specialty patches shall be worn on the right shoulder of the fatigue shirt only with a maximum of two (2) patches allowed. All shirts shall be ironed and kept neat. All shirts shall be kept in good condition. Discolored, frayed, or torn T-shirts shall be replaced by the member at their cost. New York-style sweatshirts shall be replaced at the discretion of a Chief Officer.

8. A station logo may be worn on the front of the T-shirt in place of the Maltese cross with approval of the Deputy Chief of Operations.

9. The following is a list of the various patches allowed on TFRD uniforms:

10. A plain navy blue or plain white T-shirt may be worn under the fatigue shirt. Plain blue or white turtleneck shirts may be worn also as long as they are covered at all times by an approved long sleeve fatigue shirt. Long sleeve t-shirts may only be worn under long sleeve fatigue shirts.

12. The Police and Fire Unity emblem, when worn, shall be displayed on the right pocket of the uniform shirt.

13. All line personnel below the rank of Battalion Chief shall be permitted to wear Department issued fatigue shorts between Memorial Day and Labor Day.

14. Department-issued uniform clothing shall not be worn on a member's day off unless the member is attending an official function and representing the Department while in uniform. Department issued uniform clothing shall not be worn in combination with items of civilian clothing. When in uniform off-duty the grooming policy must still be adhered to (hair, facial hair, jewelry etc.)

15. Dark blue ball caps, with the Toledo Fire and Rescue Department logo, may be worn returning from calls, during drills, or stand-by duty where a helmet is not required. Ball caps shall not be worn to fire runs, during fire overhaul, or inspecting.

16. Workout clothes shall be worn by on-duty personnel while working out only. If, while working out, a member is called to respond to an emergency, they shall cover workout clothing with turnout gear until the unit's return to quarters.

17. Attire During Workouts

  1. Class B (Fatigue) uniform.
  2. Dark blue or white T-shirts with dark blue shorts or sweat pants.
  3. Long or short sleeve sweat shirts with sweat pants (dark blue).
  4. Jogging suits (dark blue).

18. Cold Weather Wear

  1. An approved, Department-issued, New York-style sweatshirt may be worn during cold weather. New York-style sweatshirts shall be imprinted with approved Departmental identifiers. No New York-style sweatshirt or other long sleeve sweatshirt shall be worn under a short sleeve shirt, and no short sleeve sweatshirt shall be worn over a long sleeve shirt.

  2. An approved, Department-issued Commando-style sweater if worn, shall be worn with a collared shirt underneath. The collared shirt shall be an approved fatigue shirt or dress shirt. Commando-style sweaters shall have a tab for attachment of a badge over the left pectoral area and the Department patch on left shoulder. The sweater shall be considered part of the Toledo Fire and Rescue Department uniform, and as such, shall not be worn with civilian clothing. The sweater shall not be considered as part of the Class “A” Uniform and shall not be worn under the Class “A” jacket.

  3. Department-issued knit caps, gloves, or mittens may be worn outside during cold weather.

19. After retiring to bed, it is permissible to respond in other approved apparel such as a department-issued approved New York-style sweatshirt and bunker pants.

20. THE WEARING OF HIGH-TOP SHOES OR BOOTS WITH SHORTS IS NOT ALLOWED.

21. Coveralls

  1. Department issued coveralls may be worn in the following instances:

    1. Training evolutions as a means to protect the Class B Fatigue Uniform

    2. Specialty responses such as Confined Space Rescue, Trench Rescue, Hazardous Materials response, and Structural Collapse, or other incident responses when approved by the Chief of the department.
