Policy/Procedure
1. “Code-Red” buildings are those structures that have been identified by the City of Toledo Neighborhoods Department to be structurally unsound.
2. At the end of each “round” of a dispatch to a reported fire, the Dispatcher will identify the building as “Code-Red”, if applicable. The sole intent of this procedure is to reduce the likelihood of death or serious injury to a firefighter while operating in a structurally unsound building.
3. NO INTERIOR FIREFIGHTING SHALL BE CONDUCTED AT A FIRE IN A CODE-RED BUILDING! The building has been deemed to be structurally unsound by the City of Toledo Building Inspection or Neighborhoods Department and is scheduled for demolition.
4. Rescues shall only be attempted for victims deemed viable and who are visible from the exterior in a firefighter’s line of sight and shall be conducted as expediently as possible. After rescue efforts are complete, exterior firefighting operations shall resume. Again, firefighters shall recognize they are operating in an environment deemed to be structurally unsound.
5. Fire personnel shall notify the Deputy Chief of Fire Prevention via e-mail through the chain of command, if they believe a building within their district meets the criteria of a Code Red structure. The building will be checked by Building Inspection personnel or personnel from the Neighborhoods Department and a determination made regarding the structure’s integrity.
6. Buildings identified as Code Red may be returned to sound status after the owner has completed appropriate repairs and the building’s integrity approved by Building Inspection personnel.
