Dispatch will send the appropriate number of apparatus to the scene, based on the number of confirmed patients, if known. Medic units are not to be dispatched to violent incidents alone. **2.** When information is known that a weapon is involved, or any other hazard is present, fire personnel will be immediately informed via radio by Lucas County 911, and advised to stage at a safe location until police have arrived and rendered the scene safe. All pertinent information will be provided to fire personnel, without delay, via radio announcement on an appropriate channel. **First Responders** **1.** When dispatched, fire personnel shall enter the assigned apparatus. The Company Commander shall determine a safe and appropriate staging location that is no more than four blocks from the scene and proceed to said location. While enroute, they shall monitor their MDT and radio for information updates. - Responding crews shall not stage inside the engine house __**unless**__ the scene location is within 4 blocks from the engine house. Crews shall remain ready to respond immediately. **2.** Upon arrival, fire personnel shall take steps to determine the safety of the staging area. The first responsibility of fire personnel shall be to their personal safety and that of their fellow crewmembers. The officer in charge shall have discretion to determine the relative safety of the staging area. TFRD's responsibility to the scene shall be patient care. If the incident occurs after dark, crews shall deploy scene lights if their apparatus is so equipped. **3.** Consideration of the situation and the possible threats shall be given to the use of available body armor. If a known threat of firearm, other projectile, explosive, or deadly weapon is present, members shall don appropriate body armor before leaving the station. **4.** If, at any time, the TFRD officer in command determines that the scene is unsafe, they may opt to leave the scene and stage away from that location until Police have secured the scene. **5.** Fire personnel shall not approach a scene until the TFRD Incident Commander deems it appropriate, ideally when the scene has been cleared by police. TFRD crews shall attempt to render calm to the situation and initiate patient care. **6.** Fire personnel have an inherent right to defend themselves in a hostile situation. If crews are unable to leave a scene without becoming involved in a physical conflict, they may take those measures necessary to control the situation. This right extends to the protection of the patient being treated by fire personnel.
