+**Policy/Procedure**
+Toledo Fire and Rescue Department personnel are authorized and obligated to render aid and take whatever action is necessary to preserve life and property at emergency scenes they encounter while off-duty.
+Additionally, any off-duty fire personnel who happens upon an emergency scene where on-duty personnel are working is obligated to assist when requested or ordered to do so by the Incident Commander.
+This off-duty authority and obligation is restricted to the boundaries of the City of Toledo and neighboring jurisdictions with which the Toledo Fire and Rescue Department has mutual aid agreements.
